Modernize but always root to your culture: Governor
ITANAGAR, Aug 10: The 4th North East Cultural Festival being held at Rajiv Gandhi Stadium, Naharlagun concluded today. The 3 days cultural extravaganza witnessed massive crowd turn out and impressive performance by cultural troupes from all over North East states.
While gracing the 4th North East Cultural Festival as chief guest on August 9 Arunachal Pradesh Governor General (Retd) JJ Singh said “modernize but always root to your culture and traditions.”
Clad with indigenous attire, the Governor along with State First Lady Anupama Singh spoke on rich traditions and indigenous attires of the tribal people and highlighted the importance of preserving of one’s own culture and traditions.
The Governor further dwelled in length on the enormous scope for development of tourism, horticulture and organic farming in the region and employment opportunities these sectors will generate.
Not missing an opportunity to express his concern for the protection of the pristine environment of the region, the Governor urged the youths to preserve flora and fauna.
Conveying his appreciation to AAPSU and NESO for taking initiative in organizing the festival in Arunachal Pradesh, Singh termed the event as a great show and added that it is one of the finest evenings he shared with young people. The governor cheered Olympic champion Mary Kom for winning a medal in world stage. He also announced a cash contribution by the Raj Bhavan towards the festival on the occasion.
In his welcome address, NESO General Secretary Gumjum Haider gave a brief background of the festival and said that it is an effort by the organizations to unite the people of North East through cultural initiative.
Parliamentary Secretary Tourism, P D Sona, numbers of invitees and large numbers of students, youth and public attended.
Meanwhile, All Arunachal Pradesh Students Union president Takam Tatung said the event was successful due to excellent support from all quarters. “Everybody including students, volunteers, government departments and participants from NE states made the event a grand success,” Tatung said. The AAPSU expressed gratitude to everyone involved in making the Cultural Festival a grand success.

State Cabinet likely to approve Sports policy
Enhanced job quota for sportspersons, Mini Stadium in all districts: CM
ITANAGAR, Aug 10: The much awaited Sports Policy is likely to see the light of the day as Chief Minister Nabam Tuki has informed that his cabinet would sit tomorrow for its final approval.
“The Cabinet will approve the Sports Policy tomorrow and the 10% job reservation in Police Department will be implemented soon for the benefit of the Sportspersons of Arunachal Pradesh, Tuki said while inaugurating the administrative building of Sports Authority of Arunachal, Girls Hostel and Multipurpose Sports Hall of Sangay Laden Sports Academy at Chimpu near here today, according to a release issued by Director of Sports and Youth Affairs.
Tuki exhorted the sportspersons of the state to take up sports professionally.
“Games and Sports, if pursued seriously, could earn livelihood as well as glory for them,” Tuki said. Impressed by the current performance of sportspersons in the state in various competitions, the Chief Minister informed that economically viable Multipurpose Mini Stadium would be constructed in all districts. He gave emphasis on hunting and grooming sports talents by conducting competitions at various levels. He also urged various sports bodies/associations to extend cooperation to Sports Authority of Arunachal for development of games and sports sector.
The Chief Minister has also announced Rs. 10 lakh cash incentives to Manipuri pugilist Mary Kom for winning a bronze in London Olympics.
“I salute Kom and convey my congratulations on behalf of the whole North East,” Tuki said.
“This clearly proves the visible and hidden sports talent of the NE region,” Tuki, an avid sports person and known footballer, said, adding this would encourage the Indians, particularly the sports persons of this region to work hard conscientiously to win laurels for the nation.
He also assured for incorporating Rs. 25 lakhs for the Olympians and Rs 1 crore for medal winners in Olympics in the sports policy.
Moreover, explaining the steps taken to promote games and sports as a rewarding career, the chief minister said that his government has already announced job reservation under sports quota, especially in the state police and sports departments, which was increased from existing 5% to 10 %. This would be affected from the very next recruitment, he added.
Disclosing that Rs 20 crore sanctioned under SPA for development of sports infrastructure across the state, Rs 2 crore announced to hold sporting activities at the panchayat levels all over the state, sporting talent hunt will be conducted in all districts, few schools to be adopted as state’s Sports Academy, he said that his government will continue to give priority in sporting activities.
“We are confident that our youths will win medals, including Olympic ones soon for the nation to make Arunachal Pradesh proud,” the chief minister added. The newly appointed chairman of Sports Authority of Arunachal Tapak Taku has highlighted the problems being faced by the Authority and all other registered state level sports associations in promoting their particular sports events and organizing the competition in the state level and participating in the National/International championships during his welcome address.

Regional Diagnostic Centre at Ruksin a distant dream

RUKSIN, Aug 10: Inordinate delay in functioning of the proposed Regional Diagnostic Centre (RDC) in Community Health Centre (CHC) at Ruksin is causing grave public concern.
Lack of modern health care facilities in the CHC is pushing the patients either to Itanagar or Dibrugarh, Assam for diagnosis of complex health problems.
The health department officials of the district during November last year informed that a RDC would be established at Ruksin Community Health Centre (CHC) and it would start functioning from January last. The doctors said that the ultra modern machineries of the RDC would lessen the time and energy of patients who used to go to Itanagar, Dibrugarh and Tinsukia for diagnostic purposes. But, the people are yet to seen any RDC in any hospital of the district and it is not yet ascertained.
Health department sources informed that installation of the RDC was delayed due to
lack of compatible compartment in Ruksin CHC. There was no suitable room therein

Sources further informed that the engineer, who is supposed to install the RDC machineries, is presently engaged at Silchar Medical College Hospital (Assam) and he will be able to come to Ruksin only after completion of a series of works. The engineer will first check the condition of the machineries, which are kept unused for long, that whether these machines are still in good condition or not.

The CHC set up in 2003 at Ruksin is the only government hospital and First Referral Unit (FRU) in the vast area. Patients from different parts of East Siang, Upper Siang, twin Dibang Valley districts and Jonai in Assam regularly visit this hospital for having sterilization services and treatment of various ailments.
Plan afoot to lure more tourist in Tawang
TAWANG, Aug 10: District Tourism Master Plan may be prepared by Tourism consultancy with support from the District Tourism Department and the district administration, suggested Tawang deputy commissioner Kemo Lollen.
Chairing the district level tourism committee meeting at his office chamber today, the deputy commissioner said that Tawang has vast potential for all round development of tourism, adding that there is scope for religious, cultural, research and other tourism in the district. He urged the members to encourage and create awareness about Home Stay to the public, where there are no facilities of lodging for visitors. This will, in long run, be a source of income for the local people of the area, he said.
Cleanliness, food hygiene and sanitation should also be maintained to cater to the needs and demands of the tourists, the DC said and further highlighted the importance of the places that are connected with the 6th Dalai Lama (born at Tawang) like the Urgelling Gompa and its surrounding areas, maternal house of the 6th Dalai Lama at Kitpi, etc. He called for preservation and promotion of such religious places in the district. He also supported the establishment of NGOs and Tour operators working mainly on the interest of tourism development in the area. He also brought into notice the importance of Army in the development of tourism in the district.
“Tourism development in Tawang without reference to the defence, is not possible.
Besides security, the Indian Army can be a catalytic agent in promoting tourism,”
said Lollen. He advocated for a meeting with the Army authorities and higher officials
of the government in the near future for relaxing the PAP/RAP norms for foreign tourists
in the Tawang-
The DC also exhorted the members to work for adventure tourism infrastructure development proposals from the district while highlighting the actual requirements of the district. He advocated the idea of leasing out the tourism assets to a single private institution for better management and systematic development of tourism in the district. Lollen also directed the DTO to create a Tourism website of the district at the earliest to cater to the needs of the modern IT world.
Tsewang Norbu, Deputy Director of Research Tawang, advocated for creation of a “Gyalwa Tsangyang Gyatso’s Trail” for development and exhibition of the religious sites connected with the 6th Dalai Lama (Tsangyang Gyatso). He also urged the DFO Tawang to survey the various species of Rhododendrons found here and propose for creation of a Rhododendron Sanctuary in the district.
The District Tourism Officer, Tsering Deki, stressed on the need for tourism awareness programme to create awareness among the people. She stressed on initiatives from the private organization of the area for tourism development. Various issues concerning the development of tourism in the area were put forward by the DTO.
The members present in the meeting also discussed on various adventure trekking routes in the district, different holy sites of the area and the measures and efforts that can ensure the tourism development in the right direction.

Dynamite fishing: a person receives grievous injury
Pasighat, Aug 10: In a bizarre incident, a person sustained severe blast injury when
he was fishing by blasting along with some of his friends in a river at Ngopok village
under Mebo Sub-
The incident occured due to late throwing of the dynamite into the river, informed a visitor of the patient in the hospital today.
Blast fishing or dynamite fishing is the practice of using explosives to stun or kill fishes. Underwater shock waves produced by the explosion stun the fish and cause their swim bladders to rupture. This rupturing causes an abrupt loss of buoyancy; a small number of fish float to the surface, but most sink to the river floor. This illegal practice is extremely destructive for aquatic animals and it can damage surrounding ecosystem.
Although fishing by blasting is banned throughout the state, it is still in practice across the state mainly due to easy access to explosive materials through various sources, which is used for clearing rocks and boulders.
There are several instances in which many have lost their limbs during fishing by blasting which needs a strong initiative from the government to create awareness and check illegal leakage of the explosives from various agencies. (Story contributed by Maksam Tayeng)

KHONSA, Aug 10: In the run up to the 66th Independence Day celebrations, volleyball,badminton and table tennis tournaments were held at Khonsa from August one to 7 in an effort to popularize games and sports among the people and also to help the youths channelize their energy towards constructive purposes.
The tournament was conducted by the Sports department in collaboration with the district administration.

AAPWA further informed that M Premkumar Singh, the chief coach of Arunachal Pradesh Wushu Association, has been invited as a technical official (Judge) for the 8th Asian Senior Wushu Championship 2012 to be held at Ho Chi Minh City, Vietnam from August 18 to 26. One wonders, is it a policy of the state govt to earn more revenue by selling only the judicial stamp papers of higher amount to the poor people ? Are the elected leaders not aware of such crisis ? The elected leaders should take up the matter with concerned authorities for making judicial stamp of all dominations in state available.
I would also like to urge to state govt. and concerned authorities to immediate make available all denomination of judicial Stamp papers for the benefits of common public.

Let us help the mentally ill persons
Dear Editor,
Our town Naharlagun is witnessing growing number of people including helpless and mentally ill persons. Mentally ill persons are roaming in streets making troubles for the common people and shopkeepers. Everyone in the town knows what can be the worst consequences if they have to face a mentally retarded person.
Leaving a mentally ill guy with torn clothes and long hair free to roam around our homes will not only risk others lives but his own too. People usually can watch him walking through the traffic risking his own life and drinking alcohol near the well known crowded Lagun bridge with a piece of torn cloths, it obviously looks dangerous and vulgar too. Chasing people and snatching things from the stores are some of the cases of his insanity.
He is helpless, he doesn't have a normal mind like ours to think about himself or others, but we can think about him and take a step forward for his rehabilitation and treatment.
There are many rehab centres and hospitals for such sick persons, our authorities would be honoured by the people if they take steps for treatment of this ill person, rather then leaving him free which can lead to a sad ending.
So, I want to make an appeal to the people and administration to look into the matter as in these developing days of our town these are some major problems to deal with.
